LARKSPUR, CA—August 25, 2011—The City of Larkspur’s Public Works Department announces the postponement of construction of the Doherty Drive Improvements due to funding/budget shortfall.
The City of Larkspur opened bids for construction of the Doherty Drive Improvement project on August 16, 2011. The lowest responsible bid amount far exceeded available funds which are dedicated to this project through various federal and state grants, as well as local funds.
After significant deliberation and discussing possible options, the Larkspur City Council at its August 17, 2011 meeting rejected all bids for this project. The City Council asked the staff to review the scope of work and revise it if possible, in order to reduce costs. Council asked the staff to also look for other opportunities for additional funding sources to fill the gap created by the budget shortfall. The construction period next year would depend on whether or not clapper rails will again be present in the project area. If they are, the project must start on or after September 1, 2012. However, if no clapper rails are discovered in the area, the construction could start in the summer of 2012.
The Doherty Drive Improvement Project will replace the road surface and its associated underground infrastructure, raise the level of the low section of the roadbed to reduce roadway flooding and add a multi-use pathway in areas where none currently exist. Replacement of the Doherty Drive Bridge is not part of this project and is currently scheduled to take place in 2013.
Doherty Drive is an important two-lane arterial to and from downtown Larkspur. It is adjacent to marine wetlands and serves two school districts (Tamalpais Union High School District and Corte Madera/Larkspur School District), Piper Park, the future Twin Cities Police Station and residential communities.
