Permit Requirements A permit is required for construction and/or repair projects, including electrical, plumbing, and mechanical work. For example permits are necessary for, but not limited to, residential and business additions, alterations, kitchen and bathroom remodeling, reroofs, patios, decks, window replacements, garden and retaining walls, swimming pools, spas, hot tubs, air conditioners and furnaces, water heaters, and gas lines etc.. Please see checklists and handouts under "forms and applications". Encroachment permits are required for any work, including no parking, in the public right-of-way.

Over the counter permits such as re-roofs, electrical upgrades, and water heater installation etc. can be issued during open hours.
All air conditioning installations, new or replacement, require a site plan with the ac unit dimensioned to property lines, manufacturer specifications and are subject to Larkspur Municipal Code 9.54. Air conditioning requires Planning Department review during open hours.
The Inspector is available at City Hall to review minor over-the-counter permits such as kitchen and bath remodels (like-for-like, no structural changes), solar installations etc. Monday through Thursday from 9:00 am to 10:00 am.
The Inspector is available by phone, (415) 927-5038, during this counter hour to answer questions over the phone, on a first-come first-serve basis.
More extensive projects, such as construction involving structural changes, residential additions, commercial tenant improvements etc. can be dropped off during open hours. 4 sets of plans, minimum size 11" x 17", 2 sets of supporting documentation, completed building permit application, and plan check fees are due at submission.
Encroachment, grading and hauling permit applications can be submitted to the Building Department during open hours.
Resale Report applications can be submitted to the Building Department during open hours.
Heritage Tree Removal permit applications can be submitted to the Building Department during open hours.
Work Exempt from Permit
- One-story detached accessory buildings used as tool / storage sheds, playhouses, and similar uses, provided the footprint area does not exceed 120 square feet and no utilities are added**.
- Fences not over six feet in height**.
- Painting, papering, and similar finish work.

All construction and construction related activities shall be in conformance with the 2016 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, and Fire.
