About Objective Design and Development Standards (ODDS)
In response to current and anticipated future housing legislation, The City of Larkspur is working with the County of Marin and other Marin County jurisdictions to develop Objective Design and Development Standards (ODDS) for multifamily and mixed-use residential development. The City of Larkspur has a long relied upon the discretionary design review process to assure high-quality development that fits the character of the City and its varied neighborhoods. However, recent amendments to state housing legislation, including the Housing Accountability Acts (AB 678, SB167, AB1515) and SB 35 (Streamlined Approval Process for Affordable Housing), now require local jurisdictions to have ready clear and objective zoning standards and streamlined review and approval procedures to ensure that local housing production goals can be met.
This effort will result in a toolkit of standards that, when adopted, do not require interpretation and provide a clear review and approval process for multi-family and mixed-use development projects. This allows the City of Larkspur Town to specify the design aesthetics of development that address topics such as architectural style and neighborhood compatibility while accommodating current and future legislative requirements.

To help guide our effort, the ODDS team has prepared a visual preference survey for community feedback on examples of multi-family and mixed-use housing projects.
